Cannot Restore Desktop to Readable Size

I right clicked on the desktop and altered the desktop
settings. After rebooting the computer, the desktop menus
were so greatly enlarged that I could no longer change
them back to their original settings since I cannot read
the dialog boxes and relevant command buttons on he
desktop settings to restore the screen view to normal.

I can toggle the colors with the mouse keys and change the
colors of the active and passive windows, but have no
ability to read more than 2/3 of what is on the active
desktop.

I cannot use the mouse to scroll up or down far enough to
read the onscreen instruction or find the relevant buttons
to press to effect the desktop settings changes.
Either using the mouse or mouse keys does not permit me to
scroll down far enough or wide enough laterally to read
the whole desktop window before me.

How do I correct this?

You should be able to boot into safe mode and make changes there.
