Cannot Request Certificate

I am running an NT domain with W2k servers.

The server I am currently working on is a 2K server with SP3 and does
VPN and ISA

I installed the certificate service on the server and then added the
Certificates snap-in to the server's MMC

Now, when I go to "Request a new certificate", a message come up
stating:

Certificate Request Wizard: Windoes cannot find a certification
authority that will process the request.

Things I have already looked at or done:

The name of the server has never changed

I am using the domain administrator account and have made it a member
of the local admin group just for fun as well as tried logging in as
the local admin


I think that's it. Any help would be greatly appreciated. Thank you.

I think you need to be using Active Directory to request certificates that way via an
Enterprise CA. You can however request certificates using Certificate Services Web
pages which will require use of IIS on the server however. --- Steve
