Cannot renumber or bullet a document - icons are grayed out

I am working with in Word 2003. Track Changes has been used on this
document. Several people have modified/updated this document. I am now
trying to renumber a list within a table, but the Bullets/numbering icon is
grayed out and I appear to not have permission to update the numbering. Why
is this and how can i fix this?
