select email addresses i can neither send or receive to/from. no error
messages are given on either end. outgoing messages do appear in my 'sent
items,' but are never received by the recipient. this only happens with a
few email addresses. not sure what to unblock or whatever. i have Vista and
Road Runner internet service. suggestions please?

For missing incoming messages, I assume you have looked in your Windows
Mail Junk E-mail folder. Also check the spam folder of your RoadRunner webmail.

For missing outgoing messages, ask the recipient to check their spam folders
(both on the computer and on their webmail).

Having similar problem but not going to junk. Tried sending directly thru ISP
emailer - works. Thru windows mail - does not. Seems to have started since I
am using a new ISP (in China) to connect but old ISP email server (US).

Unless you get an error message that you can share with us, there is
not much we can do to help.

That's exactly the problem (as with prior person's post) - there is NO error
message. The email appears to have been sent but is never received - both
send and receive accounts are mine (personal and work). I have checked all
spam/junk folders - nothing. Just disappears. Again only started happening
when I changed ISPs.

And to add one more oddity...when I turn on troubleshooting to a log file
(although I haven't found where the log file is), the email goes through.
When I disable the Mail troubleshooting logfile, the email again does not go
through.

It sounds to me like your new ISP has a flaky mail server.
Perhaps being busy with writing the log file slows Windows Mail down
enough so the mail server can keep up.
The log file is in the same location as the message store, which you can
find by going to Tools, Options, Advanced, Maintenance, Store Folder.
