Cannot reactivate Windows XP

I have just installed 128 Mb of new memory to my parent's
Dell Inspiron 2100 PC with Windows XP Home and everytime
I reboot it I get the message telling me I need to
reactivate Windows since a significant hardware change as
taken place. The problem with that is whenever I try to
use the activation wizard to reactivate Windows XP I get
the blue screen with the key logo in the bottom right
hand corner but nothing else. By the message I have 3
days to try and get this activation to work. PLEASE HELP!

Hi,
If you face problem activating XP via internet then try to activate over
Telephone.To activate Windows XP over the telephone, you can simply call
a toll-free* number displayed on your screen. A customer service
representative will ask for the installation ID number displayed on the
same screen, enter that number into a secure database, and return a
confirmation ID to you. Once you have typed the confirmation ID, the
activation process is complete.

I wish I could do that but there's nothing on the screen
but the key logo - no messages or phone numbers at all -
the screen is just blank.
