Cannot publish to web

I have a folder with all the web pages. I make changes to
one or more pages and need to update the server. When I
click on 'File', 'Publish Web' in greyed out.

How do I get the 'Publish Web' to become active?

Choose Open Web from teh File menu, then specify the
folder where your Web pages reside.
