cannot publish form

okay, having perused some posts i gather that this is not
a new problem. My standard froms library is empty, i
cannot publish the form, plus i now find that i cannot
use the mailto links in IE. i don't write code, so i am
truly lost. help please.
 
Probably the first thing you'll want to do is repair your Outlook
installation with the Help | Detect and Repair command. If problems persist,
try a new profile, at least for troubleshooting.
 
tried that, doesn't work.

What happened when you tried to publish a form with a new profile using a
clean .pst file?
