Cannot print from IE6 or open links URGENT

Hi All,
i ve been having this problem from a month.
when users try to open new windows or links nothing
happens, in addition they canot print from IE6

Only domain admin can do these action

i didnt not install any popstopper, script or policies
that prevent this action

also i registered the the service in case of any lost dll
or so.

Please help

tried to repair dcpromo config
as im working with win server IE 6
tried to update the folder otion setting
