You change the region code of the DVD player from 1 - the US and other's
using NTSC to the appropriate region for PAL. Accomplished by selecting the
drive in Explorer, rt-clicking > properties and navigating the tabs to find
the one for region.

Thats region coding, and though it does go hand-in-hand with
transmission standards they are not the same thing.
I suspect the OP has a DVD in NTSC format but he has a TV that
is not multi-standard and can only display PAL.
Changing the region coding only makes the disk compatible
with the drive, it cannot make his TV NTSC compatible.
