Do you have other network protocols installed on both of the computers? If
you do, then you could see the computers in "My Network Places" without
TCP/IP working.
You should go through standard TCP/IP troubleshooting on both PCs to make
sure that everything is working correctly.
1. Ping 127.0.0.1 (Loopback address, if this fails, reinstall TCP/IP)
2. Ping x.x.x.x (Your local network cards IP address)
3. Ping y.y.y.y (Another IP address on your local network that isn't
configured on the PC you're doing this from)
4. Ping an IP address of a remote computer (one on the internet)
That should get you in the right direction!
