Cannot Open Windows XP

My brother is having a problem logging into Windows XP. He was getting a
lot of Pop Ups and windows was saying that it needed to close. He then
tried to do recovery (F10) but as soon as the lt blue recovery screen
appears, it clicks back to HP logo screen. Now it won't go any further. If
he hits F8 or del it says that windows was unable to open due to logon
error.
His mouse doesn't work but the arrow keys work.
 
Can you select a bootup option in BIOS to go into Safe Mode? If so, you
might be able to run System Restore to a prior checkpoint (assuming you
still have one preceding this mess).

What is meant is that if F8 is pressed repeatedly as the system starts, a
launcher screen with Safe Mode as an option should appear.

From there, assuming the system can be accessed, System Restore might be
tried.

However, it sounds like the OP may require professional hands-on assistance,
and the first step in that would be attaching the drive to another system
and copying all the data off for safety.
