Cannot open user file but can in safe mode

I cannot open users file if I boot normally. I have searched the internet and
many newsgroups but only one person addresses this and it did not work. I
have booted from the cd hit enter and selected repair on the second screen
and this did not work
I ran sfc /scannow and this did not work. I have done eveerything possible
except reinstalling windows which I perfer not doing it is easier if I just
start in safe mode if I want to change password. I have guest accounts off. I
do not know when this started because this is my personal computer and am the
only one that uses it. I went to load guest account when my daughter came
home from college for a few days last week and that is when I discovered it.
I am running windows xp home edition sp2 along with IE 7 and have downloaded
all their updates. The one thing I addressed was restarting 5 dll's but one
dll would not register and that dll was mshtml.dll. I received error messaage
dll was loaded but registerserver could not locate entry point. dll cannot be
loaded. From my research this is part off IE7 and most people only have
problems with IE because of this or visual studio. I don't know if this is my
problem or not but wanted to provide all the information I could.
My system is totally clean no viruses no spyware as I have 4 programs that
cheeck for these, Iolo anyivirus, advanced windowcare pro, system mechanic,
and windows defender. I will be indebted for life if someone can help me :-)

I am sorry Mark but this did not help thee subinacl download would not work
widows would not allow me to download it and in looking it seems to be for
windows professional not home I tried to download the file 3 times but again
windows siaad there was something wrong and stopped it. Also when I typed in
the command for secedit in the second post my system said it did not
recognize it. I am sorry...... But I really appreciate your taking the time
to try and help me. people like you are special and appreciated!
 
If you boot to 'Safe Mode With Networking', you can log on as the default
"Administrator" account, which should have a blank password. (Press F8 on
restart) The download should then work, and run for you.
secedit is not in Home ed.
