Cannot open the local policy database!

I am having a probel with one Windows 2000 server. Whenever I try and
configure a local security setting I get the following error.

Windows cannot open the local policy database
An unknown error occured when attempting to open the database.

Where is this database? Is it something in the registry?

Steve, thx for the reply. What I ended up doing was copying the
secedit.sdb file from another server. That took care of this one...
