Cannot open link on college web course page...

I am taking a college course online which uses WebCT and the problem is when
I access the college's online page and type in my name and password it brings
me to a link which should automatically open up the course in WebCT. What
happens is when I click the link, IE6 pretty much stalls and doesn't open the
page at all, I get up tp about 5 green bars in the status line and nothing
happens. I've shut off firewalls, shut off all pop up blockers, changed
security settings, deleted temp files, even downloaded Firefox and it does
the same exact thing. I've been on the horn with my college's IT people
who've had me ping the site and it comes back after 4 tries as timed out and
they have no idea what's wrong on my end and how to fix this problem...can
anyone help me please?

If you can ping www.yahoo.com (or open it in a browser) then your
Internet connection is okay. Don't know what is WebCT. Is it a local
client that runs on your host to connect to them?

For whatever is the IP name you use to connect to them, does it return
an IP address when you do a lookup on it ("nslookup <ipname>")? If
not, you can't get there unless you use their IP address. Humans like
recognizable character names but computers demand numeric IP
addresses, so if your DNS server doesn't return an IP address when
looking up on the IP name then you cannot connect using the IP name
(because you really need the IP address).

You could also do a traceroute to their IP name/address ("tracert
<ipaddrs>") to see if you can get to their host. Could be some host
in your path to them is down.

Some users said that by enabling/checking the check box for TLS 1.0 the
problem resolved, so try this first then if it didn't help try the rest of
the steps.

[ ] Use HTTP 1.1 ,= Make sure this checked
[ ] Use HTTP 1.1 through proxy connections
If you using proxy check the proxy one if not check only the first one.

Then under Security Option:
[&] Security
[ ] Use SSL 2.0
[ ] Use SSL 3.0
[ ] Use TLS 1.0
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

Then download this software and update it then run a scan for malwares:

ipconfig /renew click [OK]
netsh winsock reset click [OK]
Reboot your machine and see if you can access any website/link easily and
without the cannot connect error message.

Hidden files and folder, then right Click the Hosts file and select open with
Notepad.
There see any reference for that site and remove it, you Hosts file will
looks like this:

127.0.0.1 LocalHost
------------------------------------------
Remove all other References other than those above.
You can also try to assign the web address in the trusted zone on the IE
properties.

= Before we go further are you connecting by Router or Modem, in either try to
Power or unplug the Power cord for the Router/Modem for about 40 seconds or
so be generous with it <g> turn the computer OFF and wait for the time to go
by!!.
Then Turn the Router/Modem ON and wait a minute or so then Power ON the
computer and try to establish a connection and try the link, does it work?.

= If still no joy then continue the heavy work:
Open windows Explorer and locate the Hosts file and Rename it to Hosts.OLD
Reboot the machine and try, does it work.

= If not working still try this:
search for them by this name *index.dat* and you can delete them
then the on reboot the system will recreate them for you.

Thanks for replying Vanguard,

I pinged Yahoo and that did work. WebCT is a web based program that teachers
can use to set up homework assignments and tests for the students to take
online which is offered through the college or university. I would log on to
the school's site and they would have a link set up that should take you
directly to the site the teacher set up.

I did the nslookup and have retrieved their IP address, I tried that to no
avail either.

the tracert came back with 30 'hops' and on #11 the request timed out all
the way to #30.

Thanks for the reply Nass, I got as far down the list as the .dll commands
and noticed afterwards that some of my toolbars have now dissapeared from IE6
:( I can always install them again I guess. But take a look at my thread

Msjava.dll has not been part of a Windows install for some time. Very few
WinXP machines have it.

Then the route from you to their host is broken. Routes are not
dynamic; that is, they do not instantaneously try alternate routes
when the recorded one fails. Each routing table gets updated with a
path through the next host to get to the target but it is not
dynamically updated, like when there is a host down in the path. You
can call your ISP to tell them to update their routing table to make
sure they have a correct path between your host and the target.
However, they may end up getting the same route. You could complain
to the target host's provider but that won't do any good because you
are not their customer (and they likely only handle requests from
their own customers), so sent the complaint to the target web site to
have their provider update their routing table. If it is somewhere
between the endpoints then you have to wait it out until the route
starts working, or you could give the unresponsive host to your own
ISP and ask them to use a route that doesn't use that host.

The route that you current get is dead. It dies at the host listed
last in your traceroute. Since you didn't provide an IP address for
the target, I cannot perform a traceroute to see if it works from
here. Often a route from one endpoint works okay from an endpoint in
a different area. That's why sometimes you can get to the target by
using a public proxy that ends up using a different route. One time,
I couldn't get to a Creative Labs network somewhere down southeast USA
because one of their boundary hosts was unresponsive, so I tried a
slew of proxies trying to get a different route to their network that
would hit a different boundary host and get me in. Once I figured out
which of their boundary hosts was defective, I reported it to them and
they fixed it in a day (they took it out in the meantime so no one
else would hit it).

Someone else more intimate with routing tables and RIP or other
routing algorithms can explain just when they do get updated. It
certainly doesn't seem like they are instantaneous or immediately
updated to go searching for alternate routes. If the route is dead,
it remains dead to the user until the defective host becomes
responsive or the routing table gets changed (and I'm not sure of when
or how it gets changed). I just know that if the route is dead that I
report it to my ISP and report it to the target site (using alternate
routes through proxies or e-mailing them) and hope the host or route
gets eventually fixed or changed.

Are you been able to access this Site before?, what happen if you included
it in your Trusted Sites?.

Did you update/upgrade your Java engine?.
I noticed and some users here on this NG have said that this can happen also
if you have an Old Version of Anti-Virus incompletely uninstall (there are
some residues left behind) can cause this.

Perform the steps and Reboot your machine and let us know about this Toolbars.
