Cannot open DLL “stsnwi.dll” while opening a (sub)web

After upgrading FrontPage to FrontPage 2003, opening a web results in
an error: Cannot open DLL “stsnwi.dll”

This problem occurs when MS Knowledge Base article Q250376 (Frontpage
Repeatedly Prompts for User Name and Password When You Open a Web) is
applied. To resolve this problem, a registry setting had to be added.

This registry setting is not removed when upgrading to FrontPage 2003.

To solve this problem:
1. Start regedit.exe
2. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web
Server Extensions\Web Extender Client
3. Look for a value named wecctlflags
4. Either delete this value or set it to zero

Background info:
The "wecctlflags" is a testing value left over from previous versions
of FrontPage. Setting the value to 2 forces FrontPage to attempt to
bypass WinInet for Internet functionality, so earlier versions of
FrontPage would fall back on their built-in Internet libraries that
were named "xxxxNWI.DLL", where the "xxxx" portion of the file name
represented the naming convention for the version of FrontPage. So for
FrontPage 2000 and FrontPage 2002 the files were "FP4ANWI.DLL" and
"FP5ANWI.DLL" respectively.

In the case of FrontPage 2003, the naming convention would be
"STSxxxx.DLL", hence the error message displaying the filename that
you were seeing. Since we don't support that fall-back functionality
any more, we don't ship the DLL that FrontPage was trying to find, but
the code is still in the product to look for it when "wecctlflags" is
set.

It sounds like at one time you may have configured your Registry to bypass
some other issue or something. You need to reset the registry:

Note that editing the registry can be dangerous!!!

Exit all running applications
Browse to this path in REGEDIT:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web Server
Extensions\Web
Extender Client]

Then:
Remove the "wecctlflags" value.

Does that help?

I have this problem but cannot find the folder
Web Extender Client
nor do I find wecctlflags
I have tried uninstalling Frontpage 2003 to no avail
When I go to "My Network Places" and click on my website name, it says
"File Not Found"
What can I do to resolve this?

It sounds like at one time you may have configured your Registry to bypass some other issue or something. You need to reset the
registry:
Note that editing the registry can be dangerous!!!\
- always make a back up first

Exit all running applications
Open th registry editor & Browse to this path in REGEDIT:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web Server Extensions\Web Extender Client]

Then:
Remove the "wecctlflags" value.

Does that help?

Try FP Cleaner FrontPage clean up utility:
http://www.95isalive.com/fixes/fpclean.htm written by Steve Easton, a
FrontPage MVP.

Also, to open your FP web, Open FP, then, File | Open Site.

Yes, and they all relate to a non-existent registry key... Even tried adding
it and setting it to zero.

So far I've:
Uninstalled and removed all traces of FP and server extensions
Installed FP 2002 (which also could not open sites)
Upgraded it to FP 2003
Appiled Office SP2
Uninstalled and reinstalled WebFldrs
I can't even open http://localhost without "Cannot open DLL 'stsnwi.ddl'"

Right click on an entry in My Network Places, select properties and see what the "Target"
is.

I GOT IT!

A bunch of spyware cleanup (spybot s&d, ms antiapyware) and reapplying SP2
did the trick!
