Working at new development server where Exchange 2000 has
been implemented and I cannot access any forms library
when I try to publish a form or choose a new form. There
are no default forms available either. Is this something
missed on Outlook Install???

Exactly what library are you trying to publish to? What steps are you following?

Thanks for the reply. I currently am developing Outlook
forms in Outlook 98 with Exchange 2000. We have both a
Production and Development server. We are going to be
switching our development server to Outlook 2003 with
Exchange 2000. I currently access forms from my personal
and the organizational forms library through my Outlook
main menu Tools/Forms/Choose Form... and the appropriate
library dialogue box appears. When I try to do this on
the new server I do not receive any forms library
dialogue box??? ... nothing happens. I cannot access
any default forms library either. When I open a regular
mail item I can design the form and save it to my drafts
folder, I just cannot publish the form. Do forms
libraries need to be set up in Exchange ??? including
default forms ???

If you have a new server that is not replicating with the old server, then the Exchange adminsitrator probably needs to set up the Organizational Forms library using the Exchange System Manager tool.

I don't know of any reason, though, why Outlook would fail to display the forms selection dialog. You aren't using Terminal Server, are you?
