cannot make protection decission on startup files

I'am using XP SP2 (CZ). In Startup folder i use a link
to .bat file which makes background connection into a
network domain. During the link is started i see running
dialog box (from down to up) and i cannot to do decission
to accept its protection. This happens when i start the
link manually too.

A workaround for this is to put your Windows toolbar at the bottom of the
screen, not at the sides.
 
Two issues: The first, Robin Walker has covered--vertical taskbar will see
this bug, horizontal will not.

There is also an issue with batch files or scripting, in which the default
directory that the script runs in may not be what is intended the first time
the prompt is answered (i.e. the script is allowed)
