cannot log on

i use chinese programs, so i tryed changing the settings
for non-unicodes programs, it asked me to restart, so i
did.

now it goes to the main log in screen and when i log on,
it acts as if it were logging on, then just stops and
asks me to log on again.
 
after doing some research i found out its because i had
msconfig disabling some start up stuff, and since the
language changed, it confilicted. anybody know how to
fix this? (please remember i cannot log in in any mode,
including safe mode) i can still access the hard drive
because i have 2 OS's installed. please help!

If you have reserved the builtin Administrator account for troubleshooting
(not used it for everyday tasks), it will have few or no programs
configured to run at startup. Try logging on with this account.

If using XP Pro, press Ctrl+Alt+Del twice at the welcome screen. Type in
username: Administrator and password (leave blank if one has never been
assigned). You could also try logging on with this account in Safe Mode, if
normal mode is unsuccessful.

If using XP Home, boot to Safe Mode and log on with username Administrator
and password (leave blank if one has never been assigned).

I am having the exact same problem, but with English/Arabic (my password is in English and my keyboard is typing in Arabic). Were you able to resolve the problem? If so, how

anyway, try going into safe mode by tappin on the F8 during boot up before
you see windows. in safe mode, change your keyboard layout to english. you
can do this by going to the control panel. after that, restart, log on to
normal mode, you should be able to type in english.
