Cannot log on interactively

I have a server system, that I'm using for class. I have
setup active directory, and everything is configured. I'm
trying to log on with a standard user, to see if the GPO
that I applied took affect, and it tells me that I cannot
log on interactively. I have set the policy on the
default domain GPO, and default domain controller GPO to
allow local log on, and refreshed with secedit. I have
made sure that with permissions that the policy is on the
users and groups that it is suppose to be. But it still
isn't working. What am I missing?

Is this a Domain Controller? Domain Controllers are put in
their own OU and have a default GPO. OU GPOs write over domain
GPOs. And the default for that GPO is not to allow standard users
to logon locally.
