Cannot log into server

I have a 2003 server running 2003 exchange. Periodically the server cannot be
accessed via the monitor or remote desktop. Outlook client cannot access the
server as well as exchange WEB interface. The only way to gain access to the
server is to shut it down manually\power. I have all the latest service
packs\updates. The event log shows no indication of the server having
problems. This server is not a controller it is a member server using the
Active directory connector.

For exchange 2003 to work it has to be talking to an active directory
controller. Losing rights to the server and application, which is what you
are experiencing, is an indication of losing communication to a DC for some
reason.
When the server wont let you access it, have you tried to do a ping to
the server, by ip address? If not you need to try this, you could have a
faulty nic card.
 
I am able to telnet into the smtp port whle this is going on. I also found
out that the server has been promoted in the domain to be a controller.
