I'm trying to log on locally onto a computer. then I do, I get and error
that I can't login interactively. I went to local security policy and tried
to add a user in "log on locally" but it's grayed out. How can I enable
this?

Thanks,

You'll need to logon with an account that has local administrative rights in
order to change the policy.

Have you checked the "Deny logon locally" policy? Tried using a backup
account?
