cannot load xp or sucessfully recovery install

I've been having some major problems. When I boot
windows, my computer always does a consistency scan. when
it's complete (with no errors) it flashes to a blue error
message screen for about 2 seconds before going to the
dell start up screen and the cycle continues over and
over. The error flashes too fast to read totally, but I
think it says it can't find a system driver file and also
that it is dumping physical memory. I tried a recovery
install unsuccessfully, so I think I need to reinstall
windows completely. Does that sound like the case? Also,
is there any way to recover files from the hard drive
(docs, emails, etc) before reinstalling so i don't lose
everything! any help would be appreciated!

Try installing xp cd,boot to cd,repair,type:CHKDSK C: /
Press enter key for password,when its thru type:EXI
You can reinstall xp over xp w/o loosing data,all hotfixes,service pack
are lost.For recovery optiong type:307654 at microsoft.com,search.
