Cannot join additional AD Server

I'm trying without luck to add an additional subdomain DC to the network.
The 1st machine a 2003 Server is named dc1.enterprise.net. The new machine
was to hold the "dev"subdomain.

I ran dcpromo on the machine thats to become dev.enterprise.net and
configured the DC wizard to use domain controller for a new domain, child
domain in an existing domain tree. I enter logon info and choose domain
name but I keep getting the domain controller for "enterprise domain cannot
be contacted.

I've added a new sub domain in dns on the dc1.enterprise machine, and added
a srv record and host record for the machine name and ip to both the
development.net zone and _msdcs.developement.net.

Appreciate help!

Is the machine you are performing this on only pointing to the DNS server
hosting the AD zone dc1.enterprise.net?
