Cannot Install Windows xp on new had drive

I have disconnected and removed my old C:\ drive
I have installed a new hard drive and connected the cables
I have partitioned the new hard drive and formatted the disk (in that order)
(Shoud I have formatted the drive before creating the partition?)
I have inserted the Windows xp CD in the CD drive and switched on the
computer
I have received the following error message
'NTLDR IS MISSING'
Press ctrl+alt+del to restart
(What does this mean?)
I did this and the same thing happened
If I select boot form this CD during startup I get a blue screen displaying
the legend 'Windows setup' and the screen hangs for ever.
I am about to throw the b****y thing out of the window
Any one with any suggestions for a frustrated user?

Questions
1/ Is the "old" C: hdd still OK (you just upgraded to new hdd?) HOPEFULLY
you didn't erase/reformat it ....
2/ Is your XP OS disk a full system disk (bought separately) or a
"restore/rescue" disk for a pre-loaded system?

If answer 1/ (old disk is OK) put it back, use the new disk as slave, is one
option

If answer to 2/ is it's NOT a full (standalone) OS disk, it won't install
onto another hdd direct - that's common to all "pre-loaded" pc's.

Provided your old hdd is still OK, what you could do is use Norton Ghost (or
similar) to clone it, then restore it to the new one.

We'll forget about your "old C:\ drive" at this time, OK? By & by we *may*
have to come back to it, but for the moment we'll just concentrate on the
presumably simple operation of installing the XP operating system onto a
brand-new HDD, OK?

We'll assume at the start...
1. That your XP installation CD is non-defective - perfectly fine.
2. That your new HDD is non-defective.
3. That your PC - in terms of its hardware components - is similarly
non-defective.
4. That the reason you're installing the XP OS onto a new HDD is either you
desire a larger-capacity HDD or a "faster" HDD than you formerly had, or
that the data on that old HDD had become corrupted, or some such. The point
being there were no basic problems affecting your system hardware. That's
right, isn't it?

So assuming you've answered "yes" to the above...

A. You say you partitioned & formatted the new HDD before you began the XP
installation process. I assume you accomplished this while your old HDD was
connected and you used XP's Disk Management utility to do this. That's
right, isn't it?

Was there any particular reason you did this rather than performing that
operation during the normal XP installation process? Or did you just think
that you had to partition & format that "virgin" HDD before you would be
allowed to install the OS?

B. Anyway, after you subsequently disconnected your "old" HDD following the
partitioning/formatting of the new HDD, was that latter drive properly
connected & configured (jumpered) whether it's a PATA HDD or a SATA HDD?
You're sure of that? You're sure that the HDD has been properly installed?

C. Are you reasonably certain the XP installation CD is "good"? Have you
tried the installation process with just your old HDD connected just to see
if the process will get to the opening screen that gives one the various
options to install or repair the OS?

D. And you'll recheck your BIOS setting to ensure that the boot priority
order indicates a first boot to a CD, OK?

See what you can do with the above. If still no go, we can go on from here
if you want.
