Cannot install Windows defender.

I am trying to install Wn Defender on a Win2K machine, but received the
following error."Error 1920. Windows Defender Service failed to start. Very
that you have sufficient priviledges to start system services. I have already
installed the GDI+ file in the system root folder and restarted.
I am using my network and local computer administrator login.
 
Someone posted in another forum that installing all critical updates via
Windows Update cleared this error for him.
