Cannot install program to external harddrive

I want to install a program (Photoshop Album) to my external harddrive
so I can run it no matter what computer it is connected to.

But when installing, the program wants to install to C: which is my
internal HDD. What can I do to get it to install to the F:\ external
HDD? Or because it does not have an OS on it, will it not do so?

During installation, it says it sees I already have it installed on
C:\ so should I go ahead and have it reinstall and then hope there is
an option for telling it WHERE to install?

Looking for all the reasons why I am having a problem.

External hard drives are designed for file storage only.
One cannot install programs on it.
