Cannot install Outlook 2000

For some reason, my Outlook 2000 stopped working 3 days
ago. I used the repair function to no avail.
I then removed Outlook and proceeded to re-install from
scratch. The install works but when I try to load Outlook,
it hangs without any message.

Control Alt Delete gives me the message "Low in resources"
although nothing else runs at the time.
No virus according to Norton anti-virus
No error message from Outlook
I run Windows ME
I have not installed any new software on my machine since
long before this started happening.
Has anybody got an idea of what could be wrong please?

Try renaming outcmd.dat to outcmd.old. This will reset the Toolbar. If this
file is corrupted Outlook won't start. The default location for this file
is;
C:\Documents and Settings\%username%\Application Data\Microsoft\Outlook
