A few days ago, the Office Update web-site informed me
that an Outlook 2000 of December 18th, 2002 was
available. This was not the first time I had visited the
site since December 18th, and I usually install all
available updates.
On attempting to install the update, I found it was
downloaded fine, but on reaching the installation stage,
the message 'The update cannot be applied' appeared in a
dialogue box entitled 'Microsoft Office Hotfix
Installer.' This occurred after agreeing to the license
terms, but before any request was made to insert the
Office CD. Several further installation attempts, both
with and without anti-virus software running, have
produced the same behaviour.
The problem appears to have some similarities to the one
described in Knowledge Base Article 813954, but that
article claims that the issue does not arise in English
language versions of Outlook, and I am using an English
language version.
