Cannot install modem

Hi, I recently installed Windows XP Professional onto my
computer.
I had been running Windows 98 (I believe 2nd edition) for
at least 3 or 4 years, and had wanted to update because I
needed to to run Visual Basic .NET.
So I began by putting all my important files (documents,
songs etc.) on my slave drive and then formatted my
master drive. After it formatted I installed Windows XP
Professional, and it installed fine. I installed Visual
Basic .NET and Norton SystemWorks fine.
Then I went to connect to the Internet and low and behold
it said I had no modem. So I went to install my modem's
drivers off of the disc I had gotten when the computer
was originally purchased. Windows said that the driver's
were not digitally signed but I could still install them.
So I proceeded and when I went to connect to the internet
(with NetZero), I was not able to.
I went to the control panel to see what was wrong and
when I queried the modem, it said it was unable to
communicate with my modem.
I would like to add that, Windows or DOS whomever also
formatted all the information on my slave drive. The
modem I was using also was working fine up until now.
ANY AND ALL INFORMATION/HELP IN THIS MATTER WILL BE
UNBELIEVABLY, GRACIOUSLY AND UTMOST APPRECIATED, as I am
at a loss for what went wrong.
