Cannot Insatall War Chiefs Expansion

This is my problem - Age of Empires 3 installed with no issues however the
expansion will not. When I attempt to install it I get the following error
message:

Installer starts and then the next screen states that War Chief is going to
uninstall all of it's components even though it's not installed. I click ok
to see what will happen and the pop-up error message comes up: Error #
0x80040702 and then some dll file will not install called Firewall install
helper. And then it terminates.

I tried uninstalling/reinstalling AOE 3 and I also ran a program to clean
out my registry. AOE 3 will install but not the expansion.

Any help would be grately appreciated.
