Cannot Hibernate .. sometimes

Once in a while, my desktop (P4, 3GHz, 2 GB RAM, XP Pro) won't hibernate.
The blank screen comes back to life in a second, with the message in the
system Tray "Insufficient Resources to initiate API". After this, the
choice of Hibernate won't appear in the shutdown menu.

I have tons of disk space, all defragmented. So the 2 GB space to save my
RAM is not an issue. Any idea what's going on?
 
when the small box for shut down comes, ie when u click shut down in
the start menu, press shift and instead of stand by, hibernate will
come
 
Not after the system has balked at hibernating (see my description below).

That's how I always hibernate. Except that once the system decides that it
"does not have enough resources to initiate the API", then pressing Shift
does not bring up the Hibernate option, until I reboot.

So, my questions are:

What resource is the OS running out of?
Any way to get back the capability to Hibernate without a reboot?

Now I have to hope that MS will send me the files. Are the files available
for download anywhere else (without going through the MS support hassle)?
 
Grrrrrr. My XP PRo version is "OEM" (I bought this from newegg.com). There
is no OEM manufacturer to ask for this file (as if they would have such
files!!). I am my own OEM..

How do I get these files?
 
I just searched for this file:

WindowsXP-KB909095-x86-ENU.exe

on the Net, and found it somewhere. Forgot where.
