Cannot go anywhere from desktop

I have two accounts on Windows XP, one for me and one for
my roomate. From the one account we can go nowhere.
Nothing at all loads. I can't get to any programs, the
web, help, nothing at all. If I switch users and go to
the other account everything works just fine. I don't
know what to do. I tried restoring the system to a date
before the problem started but it did not work. I did
the clean disk/dergag thing but that did not work either.
I just don't know what to do. Please Help!!!!
