Cannot get rid of userenv 1000, after trying many things....

Windows cannot access the registry information at
\\kenosha.lib.wi.us\sysvol\kenosha.lib.wi.us\Policies\{31B2
F340-016D-11D2-945F-00C04FB984F9}\Machine\registry.pol
with (5). That is what I am faced with. I have tried
the article on technet about fixing this precise problem,
and thought I had it beaten, but alas, it has returned.
What I have found is that I cannot get registry.pol to
accept Creator Owner in security. It just ignores me, and
I'm sure it has a reason. I want to beat this problem,
though its not affecting any critical performance or
such. Any help would be mucho appreciated.

Hello Mike,

The eror you are getting refers to the Default Domain policy and as you are
probably aware error 5 maps to "Access is Denied".

resetting those permissions:
