Cannot get out of safe mode

I have recently returned home from being away for 5 months to find that the
computer was running in safe mode.
I have asked the other members of my family what had happened and they
didn't believe that they had done anything to cause it although they had
removed some programmes.
I have tried starting up the computer, tapping F8 and starting windows in
normal mode which didnt work, and then i tried changing settings on msconfig
which didn't work.
I have thought of doing a system restoration but was wondering if anyone
could offer me some advice.

it says

I imagine you must have written that by hand? Surely it wasn't copied
and pasted, that is not how the file reads? There should not be a pile
of spaces in there and there are backslashes missing, it should be more
like:

i couldnt copy and paste it but that would be correct.
how do i find that out?

Look at the disk with the Disk Management tool, to open it enter
diskmgmt.msc in the Start Menu Run box.

You probably have a recovery partition of some kind so the information
in the boot.ini file appears correct. I can't see anything there that
would cause Windows to be booting always in safe-mode. Tap the F8 key
when the computer starts and try booting to the Last Known Good
Configuration.

in the disk management box, there are 2 partitions
- C:, D: and PQSERVICE
All disks are healthy, D: is logical drive
PQSERVICE and C: are Primary partitions.

I have tried booting to the last known good configuration and no difference
again.

I really appreciate you'r help and would understand it if u just tell me it
needs to be looked at proffessionally.
