cannot get into secured pages

Have windows XP. Whenever I need to get into secure
pages; whether it asks for ok or not, the page will come
up "page not found" click refresh or try later. Neither
works. Problem has existed for months. Cannot get into
Microsoft diognostic program either -- says security
won't permit it. Tried lowering the security but that
doesn't work either. Tec support says to wipe out
windows and start from day 1 but there are programs that
were installed that I don't want to loose and may not be
able to save. There's got to be a better way -- please
help.
 
In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.
