Cannot get help popup to appear using HelpContextID

I'm trying to get help popups to occur on a control using a negative
HelpContextID. I created a HTML Help Workshop .chm file and a 'Full' Help
topic comes up with positive ContextIDs but not with negative ones. Any
suggestions? I've been trying various combinations in the HTML Help
Workshop this entire weekend but just cannot get it to work. I checked the
knowledge base with no luck. Is there some other way of doing Help in
Access?
 
What is the significance of negative context IDs?

If you don't get any joy here, I'd ask in a different group. There's
probably one for help workshop. It's really a help workshop question, not an
Access one. People here are not necessarily experts in help workshop.

According to Dave Liske's paper "Using HTML Help with Microsoft
Access" (http://www.mvps.org/htmlhelpcenter/htmlhelp/hhaccess.html):

"While Access uses What's This popups correctly, it won't let you do
the same ... Public speculation is that this was done so the Office
2000 help authors could still use the WinHelp-style formatting, which
isn't possible with the HTML Help text-only popups yet ... when it
comes to Access of any variety, use menus and call custom topics from
command buttons to your heart's content. But you'll just have to leave
What's This help alone."

By the way, the best newsgroup in which to post HTML Help-related
questions is microsoft.public.helpauthoring:
