Cannot find "Send" in Outlook 2003

I can use the New button to create an email message, but then I cannot find
a Send button, or a Send item on any menu.
How do I Send a message in Outlook 2003.
 
It's probably hidden until first use. You can click the downarrow at the
end of the toolbar and add it.
 
There were no email accounts set up.
I thought that would have occurred when I installed Outlook as OE and Eudora
were already installed prior to Office 2003.
Adding an email account fixed the problem.
