Cannot enter Tools|Internet Options

I try to enter Tools| Internet Options and I received a
dialogue box with a red X, entitled Resitrictions with the
following message inside. Have I been infected by
something?

"The operation has been cancelled due to restrictions in
effect on this computer. please contact your system
administrator."

I am running a simple Win 98 machine at home running IE6.
I am running a wireless Dlink network but have not made
changes to it in a while.
 
Remove IE Restrictions & Restore Missing tabs. Download a fix from:
http://mvps.org/sramesh2k/reg/IE_reset_restrictions.reg

Restore All tabs in IE and Removes the ** Internet Options ** Restrictions
as well

The problem may be due to:

1. A spyware. Download Ad-Aware from www.lavasoftusa.com, scan the system
and eliminate the malware products. Re-apply the above fix if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

( Caused by a malware called CoolWebSearch. Also, Download:

2. You have enabled the following options in SpyBot: [Tip from MVP Mike
Burgess]
"Lock IE start page against user changes"
"Lock IE control panel against opening from within IE"
