Cannot enter in IE options since applied anti-Blaster patch

Hi,

On 2 PC's, under similar local account (administrator), I
applied the anti-Blaster patch found on microsoft.com

Since then cannot go in Tools, Options anymore because I
get a message "The operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator"

I'm the system administrator. Another local account is not
affected by this problem

To unlock the Internet Options, follow these steps:
1. Quit all instances of Internet Explorer
2. Open Regedit.exe, navigate to this branch:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Restrictions]

3. Delete the "NoBrowserOptions" Binary value

4. Close Registry Editor, restart IE.

I don't see the connection with the patch but try this:

Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good to export any
key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

You might try this snippet from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel" '

Found in other messages below that this has been caused by
Spybot setting.
