Cannot enable cookies

I have a machine here that will not accept cookies. The web sites
reports that cookies must be enabled, however under the internet
settings they ARE enabled, all defaults have been set. Security level
is set to medium, etc. I have even went to the trusted sites to allow
cookies for specified web addresses and it STILL won't allow them.

Any clue what's going on? The user has no firewall software
installed. Looks like the only thing running in the background is
Norton antivirus (not internet security) and that's about it.

I'm having the same problem. I'm trying everything to sort
it and I'll let you know if and when I succeed. Will you
