Cannot download

Must have damaged my programmes somehow.
Cannot download anymore.
No systems info at all.
Web page just switching to download address and shows blank
page without any further hints or activity.
This occurs at any download source.
What can I repair where and how ???

Control panel>internet options>security settings
Click to expand...
Highlight "internet" then choose custom level.Scroll down
until you see "internet download" then select enable.
