Cannot download

If you click on
http://h10025.www1.hp.com/ewfrf/wc/...=466208&lang=en&cc=us&softwareitem=bi-36862-2
, there is a link to download a HP driver at the bottom. I tried both links
and it didn't work.
Then I restarted my PC in Safe mode with networking and I was able to
download the file right away.
How can I fix that (for next time)?

Both links are to a ftp:// server. Can you get to other FTP sites?
Firewall or other "security" program blocking FTP port(s)?

Yes, I can go to other ftps. I have XP firewall and Avast antivirus.
