cannot download programs

i am signed in as the administrator and when i try to down load programs i
get an error message that says i'm not the administrator. this is xp home sp2
runnin on a sony vaio lap top

.... "download" -> as in when one visits a web page/ftp site and gets a
program from there to their own computer?

Or do you mean install?
