Cannot download my documents or e-mail attachments

Bonjoe

I have Windows XP,Home Edition,2002,Ser.Pack 3. It prepares to install,then I
hear a click and nothing happens. Window installer window appears. Then it
sends me to C\Documents and Settings\Joseph\localSettings etc. But I cannot
find this location. Need some advice. Thanks
