Cannot download IE, states "installation in progress, please reboo

I am not able to download IE due to this message and I have since rebooted my
comp several times, including completely shutting down. I have been able to
install another program between tries of installing IE. How do I correct
this?

Thank you for responding Frank. I see that this troubleshooting site you
referred me to is speaking of millenium edition, and I have '98SE. Will this
change the way I handle the problem at all? Sorry for leaving that out
earlier.
