Cannot download files

I cannot download files using my Internet Explorer.
When I try to, I get
'Internet Explorer cannot download *.exe from
www.*.com. Internet Explorer was not able to open this
Internet site. The requested site is either unavilable or
cannot be found. Please try again later.'
This happens with every file, even ones I had used
before. I can download using Netscape, so I know it's not
my connection. I tried using a patch that was supposed to
fix for any foreign letters in the file name, but that
did not work. Any suggestions??

If you are using any Norton 2003 programs disable them and try again.
 
Having similar problems on my sister's PC with Windows
XP/IE6. She can't download anything. The 'File Dialog'
box has disappeared. When she tries to download a file a
progress bar starts to slowly progress in the taskbar but
you can let it go for an hour or more and it never
completes.

No Norton products on her machine and somehow, Internet
Options under Tools has been restricted!?!

Any suggestions?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel"
