Cannot disable network connections

I used to be able to disable the Local and Wireless network connections by
right clicking them and selecting disable, but now I receive the following
message: It is not possible to disconnect the connection at this time. The
connection may be using one or more protocols that do not support
Plug-and-Play, or it may have been initiated by another user or system
account.

I ran the repair, also by right clicking, but the problem remains. I turned
off every possible program I can think, such as ad-aware programs, that might
be using the connections, but the problem remains. I even reinstalled the
latest network drivers and network applications but the problem remains. Any
suggestions?

Thank you. Actually I had already visited the web page you suggested and
tried everything mentioned, but there was one item that didn't work as a
command in the command prompt:

Some files may be damaged, for example, you can try to re-create Catroot2 by
following these steps: Start>RUN>cmd
net stop cryptsvc
ren %systemroot%\System32\Catroot2 oldcatroot2

The last thing mentioned, namely "ren %systemroot%\System32\Catroot2
oldcatroot2" is invalid. If you could help here, what would be the correct
command.

Replace the %systemroot% with the actual drive and path Windows is installed
in. For example, if your copy of Windows is installed in C:\Windows then
replace %systemroot% with C:\Windows instead.
