The same thing happened to me the first time I installed Win2000 Professional. I was
trying to do a clean install over Win98 SE- a FAT32 drive that had a single 20G
partition - and I could not use my keyboard during text-mode setup to select the
option to delete, create, or format a partition.
The problem is documented in Microsoft Knowledge Base Article 223056. However the
"Resolution" to "press keys until you find the appropriate key that maps to the
standard US-101 layout for that key," did not work for me.

As a work-around I booted using a Win98 boot disk and used FDISK to delete the 20GB
partition, create one 10GB partition for Win2000, and mark the partition as Active.
Then I booted using the Win2000 CD and setup was able to format the 10GB partition
and install the OS. Post-installation I used Disk Management (diskmgmt.msc) to
create more partitions.
Interestingly enough, when I reinstalled Win2000 - same drive but NTFS with 4 primary
partitions - the keyboard worked during text-mode setup.
