Cannot delete in Win Explorer

For the past 2 days I have been unable to delete files from my computer.
When I try to delete a file, I get a message that Windows Explorer has
stopped working, followed by the message that Windows Explorer is
restarting. Also, using System Information I cannot get information about my
system; I get the message: "Can't Collect Information."
My HP Pavilion computer had been running flawlessly until 2 days ago. I
tried using System Restore, but System Restore fails to restore back any day
I choose. My system was running Vista Home Premium with SP1. Can anybody
help with suggestions on correcting my Vista OS?
 
I tried to open the reliability-performance monitor by typing "perf" in the
Start box, but it fails to open and instead I again get a message "Windows
Explorer has
stopped working", followed by the message "Windows Explorer is restarting."
 
Try running System Restore from a Safe Mode command prompt. Boot into Safe
Mode command prompt only (no GUI).
At the command prompt type rstrui.exe and then press ENTER.
 
Thanks for trying to help, but the System Restore in Safe Mode and using
command prompt "rstrui.exe" failed. The process took a long time attempting
to restore and reboot, but when it rebooted I got the error window
announcing the failure of System Restore with error message 0x800423F3.
 
No idea what that error means. From the symptoms you've got file corruption
of some sort and it looks like your system restore points may be damaged as
well. There are still two options you can try, Last Known Good configuration
from the Safe Mode startup menu or, since it is an HP you can do a
non-destructive System Recovery to reinstall the OS and programs back to
their original condition.

Instructions for running the non-destructive recovery should be included in
the computer's Help files. You can also find them online at HP's support
website for your model. After a non-destructive recovery you will still have
to reinstall any programs that you added to the computer yourself but your
data files should remain untouched. It's a good idea to back up your data
files first anyway, just in case something goes wrong during the recovery.
If you do a destructive recovery by mistake all of the existing files will
be wiped out.
 
Dave, I downloaded Shell view program, but I am uncertain on how to use it
or what to look for. Can you help me understand the program?
