Cannot delete <FILENAME>: it is being used by another program

The file is not being used It is the j2eesdk and
originally gave me an error "program too large to fit in
memory"
How can I set the "in use" flag do it can be deleted?
 
It would be best to boot into Safe Mode, search for the file,
then delete it.
